Garcia, Ana Cristina; Ferrinho, PauloOs desafios da implementação da Agenda 2030 para o Desenvolvimento Sustentável têm gerado necessidades conceptuais e metodológicas específicas no âmbito do planeamento estratégico, na procura de modelos, nos vários setores da sociedade, baseados num referencial que integre os três pilares do desenvolvimento sustentável: ambiental, social e económico. A análise da materialidade é um dos métodos analíticos que apoiam o planeamento estratégico das organizações no âmbito do desenvolvimento sustentável. Com origem na área financeira, há vários anos que o conceito de materialidade tem sido alargado às áreas da sustentabilidade, sendo atualmente definido como o limiar a partir do qual as questões com potencial impacto na capacidade de uma organização para criar, preservar ou lesar o valor económico, ambiental e social para si própria, para os stakeholders e para a sociedade, se tornam suficientemente importantes para que passem a ser abordadas no respetivo planeamento estratégico. Largamente utilizada no setor empresarial, admite-se que a análise da materialidade possa contribuir para a integração das dimensões do desenvolvimento sustentável no planeamento em saúde. O objetivo desta comunicação é descrever as diferentes abordagens metodológicas da análise da materialidade e a sua potencial adequação ao setor da saúde.

- Doença isquémica do coração em Portugal: a epidemiologia na resposta a necessidades locais de saúdePublication . Garcia, Ana Cristina; Rodrigues, Ana Paula; Carvalho-Fonseca, Rita; Oliveira, Joana; Silva, Amélia; Cosme, MargaridaO diagnóstico de saúde, etapa inicial do planeamento em saúde, tem por finalidade identificar necessidades de saúde e de investigação que apoiem a tomada de decisão no controlo de problemas de saúde e seus determinantes. A epidemiologia, ferramenta transversal à prática da saúde pública, suporta a identificação de necessidades de saúde, mas tem uma aplicação mais específica no desenvolvimento de estudos que gerem conhecimento para o controlo específico dos problemas identificados. Pretende-se apresentar um exemplo da aplicação abrangente da epidemiologia ao planeamento local, e consequente definição de políticas locais de saúde orientadas para intervenções mais efetivas, eficientes e adequadas às necessidades da população. De acordo com o Plano Local de Saúde de Almada-Seixal 2013-2016 (PLS 2013-2016), a doença isquémica cardíaca (DIC) foi identificada como o problema de saúde prioritário em Almada e Seixal, dois concelhos contíguos da Região de Lisboa e Vale do Tejo (RLVT). As doenças do aparelho circulatório são a causa de morte mais frequente, sendo que Almada, ao contrário do Seixal, apresenta risco de mortalidade superior à média nacional. Também o risco de morte prematura por DIC no sexo masculino (TMP de 41,1/105) foi significativamente superior ao risco médio estimado para a RLVT (35,3/105) e para o continente (26,8/105). Conjugando estes dados com o excesso de mortalidade geral nos homens em Almada em comparação com os do Seixal, no PLS 2013-2016 admite-se que o risco aumentado de morte prematura por DIC nos homens diga respeito aos residentes em Almada. Desconhece-se se o excesso de risco de morte prematura por DIC no sexo masculino em Almada se deve a um excesso de risco de adoecer ou a uma menor sobrevida, dificultando a implementação de ações de prevenção dirigidas aos determinantes envolvidos nas diferentes fases da história natural da DIC. Tendo-se priorizado o estudo dos determinantes da DIC, está em curso um projeto bietápico que inclui um estudo qualitativo através da técnica de focus group, com o objetivo de identificar as perceções dos profissionais de saúde sobre os determinantes da DIC, e um estudo caso-controlo, no qual os casos incidentes de DIC e os controlos serão selecionados na população sob observação da Rede Médicos Sentinela Local. Os resultados da primeira etapa serão usados no questionário a aplicar no estudo caso-controlo. Admite-se que os resultados do projeto permitam adequar às especificidades locais os programas de prevenção e controlo, minimizando o impacto dos determinantes da DIC na população da área de estudo.
- Estimativa do número de casos de cancro atribuíveis ao tabagismo em Portugal Continental, no ano de 2008Publication . A evidência científica sugere que uma elevada proporção de cancros é atribuível a fatores de risco modificáveis, tais como o consumo de tabaco. O objetivo deste trabalho é estimar o número de casos de cancro em Portugal atribuíveis ao tabagismo, de forma a contribuir para um melhor planeamento de futuras intervenções na área da prevenção do cancro, e, desse modo, para o alcance do maior número possível de ganhos em saúde.
- Evaluability Assesment Report WP6 Task 6.3 InfAct JAPublication . Garcia, Ana Cristina; Sousa Uva, Mafalda; Gómez, VerónicaInfAct (Information for Action!), the Joint Action on Health Information (https://www.inf-act.eu/) is a project funded by the European Commission. It builds on the BRIDGE Health project and other initiatives in health information. The project was launched in March 2018. Through country collaboration, InfAct streamlines health information activities across Europe. It builds towards a sustainable and solid infrastructure on EU health information and strengthens its core elements based on capacity building, health information tools and political support. Portugal, together with Finland, leads the project's Work Package 6 (WP6), through a team of professionals from the Directorate General of Health (who coordinates), the Institute of Hygiene and Tropical Medicine - NOVA University of Lisbon and the National Institute of Health Doctor Ricardo Jorge. WP6 includes, among other tasks, the development of a Sustainable Capacity Building Programme (flagship Programme) and its evaluation. The preparation of the first proposal of the referred Programme is ongoing and will be evaluated when completed. The evaluation team conducted an evaluability assessment (pre-evaluation) based on the principles and methods of the theory of change, with the agreement of the national team. The aims of the evaluability assessment were to describe the target programme of the evaluation through a logical model built with the participation of key stakeholders, and to define the focus of the evaluation. The logical model was built based on the results of a literature review by the evaluation team and the contributions of a workshop meeting, which took place on October 30, 2019, and was attended by 14 stakeholders, selected as representatives of each part interested in the evaluation.

The InfAct Joint Action was developed along 36 months and structured in 10 work packages. Portugal co-led the Work Package 6 (WP6) of this project, which included the development of the proposal of a flagship capacity building programme - the European Health Information Training Programme - and its evaluation. The evaluation objectives included: to evaluate the adequacy of the training programme to the health information needs in the European Member States; to identify possible changes regarding the participants selection process, the training activities and the pedagogical project; and to contribute to the understanding of the potential of the programme to add to available offers in learning on the topics of Public Health information, on the capacity building and behavioural changes in Public Health activities which can be attributed to the course, and of the potential of the programme to contribute to the alignment of health information criteria and procedures between the European Member States. Methods: The evaluation process was developed using an observational descriptive study design using a mixed methodological approach with both document analysis and primary data collected by questionnaires and interviews analysis. Mixed quantitative and qualitative data collection methods and analysis were used. Results The proposal of the European Health Information Training Programme seemed adequate to the formative needs and capacities in line with the work performed by the InfAct project. In what concerns about its main thematic areas, it was also aligned with the areas identified in the previous formative needs and capacities mapping. The participants selection process proposed seemed, in general, adequate. The potential of the European Health Information Training Programme proposal to learning, capacity building and behavioral changes at work attributable to the course was considered positive, as well as the potential to the alignment of health information criteria and procedures between European Union Member States. Discussion In general, we found high consistency between the results obtained from data collected by the techniques used. However, different suggestions for improvement were outlined by the evaluation study population.

Portugal co-leads the Work Package 6 (WP6) of this project, through a team of professionals from the Directorate-General of Health (who coordinates), the Institute of Hygiene and Tropical Medicine - NOVA University of Lisbon and the National Institute of Health Doctor Ricardo Jorge. WP6 includes, among other tasks, the development of a Flagship Capacity Building Programme and its evaluation. The proposal of the programme was presented through the document “InfAct - Sustainable Capacity Building Programme (European Health Information Training Programme - EHITP), Task 6.2 – February 2020”.
