Abstract(s)
O Health Impact Assessment (HIA) é uma metodologia que permite avaliar
uma política, programa ou projeto e utilizar os seus resultados para aumentar
o conhecimento sobre a proposta, informar os decisores e população
afetada, minimizar os efeitos potenciais negativos e maximizar os efeitos
positivos sobre a saúde e bem-estar. O HIA pode ainda atuar como catalisador
para o envolvimento intersectorial. Com base nesta premissa, com
o apoio técnico da OMS, e em parceria com outras instituições da saúde,
assim como com a colaboração de outros setores, o Instituto Ricardo Jorge
desenhou um programa de treino em HIA, desenvolvendo competências
técnicas, instrumentos e metodologias para a institucionalização e implementação
efetiva de estudos de impacte em saúde das intervenções dos
vários sectores, em curso ao longo dos últimos dois anos. Numa perspetiva
learn by doing, este programa de treino contribuiu para a capacitação de
profissionais de saúde e de outros sectores. No entanto, estas experiências
piloto identificaram obstáculos que necessitam ser ultrapassados para uma
verdadeira implementação a nível institucional. O acesso aos sistemas de
informação e aos dados armazenados é uma das principais barreiras que
urge colmatar.
Health Impact Assessment (HIA) is a methodology for evaluating a policy, program or project, using its results to increase knowledge about the proposal, inform decision-makers, and af fected population, in order to minimize potential negative ef fects and maximize positive ef fects on health and well-being. HIA can also act as a catalyst for intersectoral involvement. Based on this premise, with the technical suppor t of WHO, and in par tnership with other health institutions, as well the collaboration of other sectors, the National Institute of Health Doutor Ricardo Jorge, designed a training program on HIA. The program, ongoing for the last two years, aims to develop technical skills, instruments and methodologies for the uptake and ef fective implementation of HIA by institutions in other governance sectors. Using a learn by doing approach, this training program has contributed to the capacit y building of professionals from health and other sectors. However, these pilot experiences have identified barriers that need to be tackled for more ef fective implementation. Access to information systems and stored data is one of the major barriers that need to be addressed.
